It's all very fuzzy still-in-conception-stage planning, but I was thinking of Narvin going to them rather grudgingly, but deciding that criminals or not they're his best chance of getting solid information and they go "Sure, we could tell you things, but what's in it for us?" and basically make him a contact worker spying for them, saying that they'll trade some of their intel only after he brings them a certain amount of valuable new intel in return. So Narvin would start actively spying on resort people and ambassadors and such.
